Colonel  Lilly had a diverse and accomplished 38-year career in the US Marine Corps. He served as platoon commander in Vietnam in 1966 and 1967. He served in Desert Shield and Desert Storm as Assistant Chief of Staff and was promoted to Chief of Staff, 1st Marine Division upon his return from the Middle East. Durning his years as an enlisted Marine he served as drill instructor at Officer Candidate School in Quantico, Virginia. He received a number of personal decorations including Legion of Merit with two gold stars, Purple Heart with gold star, Meritorious Service Medal, and 20 other service awards.
